11 Tom Clancy's Rainbow Six Tactics includes an optional mode that makes Operator losses permanent. With it enabled, an Operator who takes severe enough injuries in the field is unavailable for the remainder of the campaign, and you continue with whoever you have left. It is off by default and it is a choice you make, not a difficulty tier you are pushed into.

66 This mode has been described in a developer interview given during the reveal window. It has not appeared in the game's official store description, in Ubisoft's own announcement article, or in the community development posts published so far. The details below are reported accurately as they were given, but they carry less weight than the features Ubisoft has published directly, and they may be refined or renamed before release. No official name for the mode has been confirmed.

1111 The decoupling from difficulty is the design point worth noting. You can play the combat on a comfortable setting and still play the campaign with real stakes, or run a hard campaign with the option to recover from a disaster. The two dials are separate.

1313 Why It Bites
1414
1515 The roster is fifteen Operators and a squad is up to four of them, so losing three people is losing a fifth of everything you have. It bites harder than a raw count suggests because of what else is attached to an Operator. Each one has a distinct skill tree developed over the campaign, so a loss takes the investment with it. See Skill Trees.
1616
1717 It also interacts with squad composition. Operators fill different roles, and an Operator who can open hard walls or absorb fire is not interchangeable with one who cannot. Losing a specialist can change how you approach every later mission rather than simply thinning a bench. Mission Structure covers how squads are assembled for each job.
1818
1919 Health management between deployments is a confirmed part of the headquarters layer, and it becomes far more important with this mode on: an Operator sent out while still hurt is an Operator closer to being lost outright. See Headquarters and Intelligence.

2121 What It Does Not Change
2222
2323 The mode is a campaign rule, not a separate game type. It does not alter the mission sequence, the objective types, the Breach planning stage, or the way Destruction works. It changes what a bad turn costs you afterwards.
