Bulbasaur will give you a request called Water Dry Grass: use Water Gun to revive 10 patches of dry tall grass scattered around Withered Wasteland. Walk around the area and spray the yellow, parched grass patches. After watering all 10, return to Bulbasaur to learn the Leafage move.
