Nelly is the Secretary General of the Bureau of Anomaly Control in Neverness to Everness. She serves as a key administrative figure, welcoming new personnel and overseeing Bureau operations.

Role

As Secretary General, Nelly is responsible for greeting and orienting new arrivals to the Bureau. She provides tours of the facility and introduces newcomers to the various departments and their functions.

She demonstrates extensive knowledge of Bureau operations, including the monitoring systems for the Worheimer Index and response protocols for different areas.

Nelly is well-versed in Bureau regulations, including the Confident Galaxy protocols. She enforces information security rules such as the second article, which prohibits inquiring about information unrelated to one's duties.
