Violence in Last Harbor is loud, risky, and rarely the safe option. The game features tactical first-person combat against the undead that overrun the islands, but every gunshot carries a cost.

The shore is crowded with the dead, and large hordes can form quickly. Survivors going ashore from their boat must decide when to fight and when to slip past, because a single fight can spiral into a swarm. tinyBuild has described large-scale zombie hordes as a central threat.
Gunfire and open confrontation attract the undead. A firefight between players can pull a horde down on everyone involved, which makes reckless violence dangerous for attacker and defender alike. This tension shapes how survivors approach both scavenging and conflict with one another, as covered in Multiplayer and PvP.
The undead are the primary threat, and the game has hinted at other creatures, both living and undead, waiting in the world.
