Overview
The Committee for a Joyful Iia (sometimes rendered as "Lia" in different transliterations) is the municipal governing body of the town of Lia. The organization works to ensure "daily life stays bright and harmonious" in the town, functioning as the local government that manages civic order and community affairs.
Reputation System
Players build relationships with the people of Lia, and their reputation with the Committee increases as they form more bonds. Higher reputation levels unlock rewards, including 5-star Anima at sufficient thresholds. This makes the Committee one of the non-gacha sources for high-rarity creatures.
Missions and Contracts
The Committee contracts individuals to handle threats to the town. Kiana, a Planestrider with silver braids and a star accessory, is currently dealing with an Aspect Fracture on behalf of the Committee. This suggests the organization hires capable fighters and Planestriders to address supernatural problems that regular civic authorities cannot handle.
Location
The Committee operates out of Lia, described as "a cozy town that you can find on the continent of Lusciell within the Plane of Reality." Lia is a modern, urban-style seaside town that is the game's primary hub area and starting location.
Civic Government Role
The Committee functions as the civilian government of Iia, working alongside the town's Arena leadership but distinct from it. The Committee manages the town's affairs and addresses local threats, including supernatural phenomena that ordinary civic authorities cannot handle. This dual structure (civilian Committee plus Arena competitive leadership) gives Iia a layered local governance that the player encounters early in the story.
Aspect Fracture Contracts
One of the Committee's confirmed contracts is the investigation of an Aspect Fracture near Iia. Kiana, a Planestrider with silver braids and a star accessory, is currently handling that investigation on the Committee's behalf. Aspect Fractures are unstable phenomena where the fundamental principles of a Plane begin to collapse, threatening the local environment and population. The Committee's willingness to contract specialists like Planestriders for such work establishes the organization's pragmatic approach to threats that outpace its own resources.
