Hell's Rider is fought during the Grandshelt sequence in Chapter 1. The boss is vulnerable to ice and light, while the accompanying Dark Skeletons are vulnerable to light and healing effects.
Battle approach
Bring Leah and Tronn into the Vision loadout for the fight. Deal with the skeletons as well as the boss: leaving the rider alone changes its behavior, but staggering the whole enemy group also creates a Resonance opportunity. Use Tronn's Hibernal Fury when that opening is available.
