Belmodar guards the Earth Shrine in Chapter 1 and is weak to fire. Rain can exploit that weakness with Fire. Use Lasswell's Dawn Frost to help empty the Stagger Gauge, then take advantage of the extra actions.
Battle approach
Keep track of MP while learning the stagger cycle. Once the enemy is staggered, ordinary attacks can finish the opening fight without spending every remaining spell. Heal a character who is in danger before committing both turns to damage.
