Obtaining this effect requires crafting through the Witch's Special Synthesis system, which involves RNG-based fusion of lower-tier abyss gears.
As a Tier 3 abyss effect, Infinite Arrows II sits at the higher end of the Abyss Gear spectrum. It cannot be obtained as a guaranteed drop from any boss or quest; instead, players must craft it through the Special Synthesis system at the Witch's workshop. The RNG-heavy crafting process makes this effect more time-consuming to acquire than Infinite Arrows I, but the 60% arrow conservation rate is powerful enough on its own to dramatically reduce ammunition costs.
For dedicated archer builds, Infinite Arrows II is considered the most important abyss effect to obtain, since combining it with Infinite Arrows I eliminates arrow consumption entirely.
Infinite Arrows II is crafted through the Special Synthesis system at the Witch's workshop. The process involves fusing two abyss gears together in hopes of producing a higher-tier result with the desired effect.
Visit the Witch's workshop and select "Craft Abyssal Gear" from the menu.

To get Infinite Arrows II, you need a Tier 3 result with the "Chance Not to Consume Arrows" effect. The most efficient path is to fuse two Tier 2 abyss gears, which gives a 46% chance of producing a Tier 3 result. However, the specific effect (arrows vs. other Tier 3 effects) is also randomized, so multiple attempts may be necessary.
Farm abyss gears from Abyss Nexus locations and boss encounters. Accumulate a stockpile of Tier 1 gears.
Extract special-type abyss effects from unused gear pieces. Any gear with a "special" category effect can serve as fusion material.
Fuse pairs of Tier 1 gears together. With a 46% chance of getting Tier 2 results, roughly half of your fusions will produce usable Tier 2 material.
Fuse pairs of Tier 2 gears together. With a 46% chance of hitting Tier 3, you have good odds per attempt, but you need the correct effect as well.
Repeat until you land a Tier 3 "Chance Not to Consume Arrows" result.
Save-scumming tip: If the RNG is not cooperating, some players save their game before performing fusions and reload if the result is undesirable. This can save significant grinding time, though it depends on your preference for how you approach the game.

Players should be aware of the Greater Infinite Arrows Abyss Core, which is a separate item from the tiered Infinite Arrows effects. The Greater Infinite Arrows core has a durability limit. Once the core breaks from use, you need to farm it again. For this reason, most experienced players recommend sticking with the regular tiered versions (Infinite Arrows I at 40% + Infinite Arrows II at 60%) to reach the full 100% arrow conservation. The tiered gear effects are permanent and do not degrade, making them the more reliable long-term solution.

With 100% arrow conservation, players can freely fire arrows in any situation without worrying about running out. This removes the need for Replenishing Arrows or purchased ammunition entirely, and it allows archers to commit fully to ranged combat during boss fights and extended dungeon runs.
Obtain Infinite Arrows I first, since it has a guaranteed source. The 40% conservation alone is a major improvement.
Start stockpiling abyss gears early. The more materials you have for synthesis, the more attempts you can make in a single crafting session.
Avoid the Greater Infinite Arrows core as your primary solution. Its durability mechanic makes it less reliable than combining the two permanent tiered effects.
If you plan to save-scum, save immediately before performing the Tier 2 to Tier 3 fusion. This is the most resource-expensive step.
