The recipe is taught by the Decoration: Woven Rugs plan, a single-use Recipe Paper looted from the world. Plant Fiber is gathered by hand from bushes and undergrowth, so a rug can be made almost from the moment a base has a workshop, well before any metal or fabric decoration is available.

That bonus does not stack: laying several rugs, or mixing the Woven Rug with other Carpets and Rugs, still gives a single carpet-category point. To raise overall comfort, place one carpet and spend the rest of the budget on other categories such as seating, tables, and lighting.
