99 The Sealed Temple is locked at the outer door. The unlock is part of the Needle in a Haystack questline, which sends the player to Foothills pirate camps to recover key items before the temple can be entered.

Some playthroughs describe a multi-key variant in which three Ritual Keys are looted from three of Israel Hands's lieutenants at different Foothills pirate camps.
