Reading the paper consumes it and permanently adds every listed building piece to your build menu for that character, with no further cost beyond the build bits each piece spends when placed. The unlock is per character, so each crewmate sharing a base must read their own copy. Reading a second copy of a paper you already know does nothing, which makes spare copies useful as barter or to sell.
