One reported placement is within the Brethren of the Coast Waters region; because Windrose worlds are procedurally generated, the exact coordinates vary between saves.

Specifically, the base becomes visible on the map after step 2 of the Buccaneers questline, which asks the player to deliver a Bale of Tanned Hides to Charlie Sharpe.
