The Fine flagpoles are the heavier, port-grade tier in the Old World style, sturdier in look than the Simple flagpoles and a step below the Elegant set.

Reading the paper consumes it and permanently teaches all seven flagpoles to the character that read it; share-base members must each read their own copy.
