8+Sail to a player-built Wharf and dock the ship there. Approach the Wharf, open the Manage Ship menu, switch to the Customization tab, and select Captains of Tortuga Flag from the Flag option list. Customisation itself does not cost coin once the design is unlocked.

21+Tortuga is a real island off the north coast of Hispaniola, in what is now Haiti, that served as a buccaneer stronghold from the 1640s through the 1690s. A fortress on the rocky height above the harbour, established under French governor Jean Le Vasseur in 1640, became the symbol of the island's pirate captains, and is what the in-game flag depicts in silhouette.
