Where the Trade Goods Merchant offers cargo crates for purchase, the Buyer is the opposite of the trade: it pays Piastres for finished naval supplies you bring in. Selling here also progresses your Brethren reputation, which gates the better stock at the Brethren Provisioner.

The vendor stands close to the faction's Provisioner and Bounty Agent at the same camp, so a single visit can cover all three NPCs.
