99 Pokopia was conceived by Shigeru Ohmori, the director of Pokemon Scarlet and Violet, who drew inspiration from his early work designing maps for Pokemon Ruby and Sapphire on the Game Boy Advance. While placing grass tiles where Pokemon would appear in those 2D maps, Ohmori cherished the feeling of creating habitats, and that experience eventually led to Pokopia's prototype.
