99 Access any workbench in the overworld. Tab over to the Blocks category on the crafting screen and scroll through the available recipes marked as road blocks. If the recipes are not yet available, purchase them from the PC Shop. Stairs also count as road blocks and can be found in the Buildings category.

1212 Step 2: Break Existing Road Blocks (Optional)

1414 You can break existing road blocks in the world to repurpose them. This requires the Rock Smash move, unlocked by befriending Hitmonchan. Some blocks drop the block itself when broken, while others drop raw materials that can be used to craft the same block at a workbench.

1818 Stairs do not need to be broken. Simply approach them and press the Y button to pick up one block's worth of stairs. This makes stairs easy to collect and reposition.
