The Novoreich is the primary antagonist faction in Metro 2039. Where earlier entries in the Metro series depicted the underground world as fragmented into competing factions and rival station communities, the Novoreich has managed to impose a unified order across the Moscow Metro by 2039. Its methods are propaganda, fear, and absolute, uncompromising control.
The Novoreich is described as an authoritarian, fascist-styled regime. The name itself, combining "novo" (new) with "reich" (a term for realm or empire historically associated with totalitarian states), communicates the faction's self-conception as a new civilizational order rising from the ashes of the old world. The regime presents itself as the legitimate authority over what remains of humanity in the Moscow Metro, but sustains that authority through fear and ideological control rather than consent.
Propaganda is a cornerstone of how the Novoreich maintains its grip. Station communities that were once independent have been brought under a single banner, and the population is kept in line through a combination of enforced loyalty and the suppression of dissent. The specific mechanisms of the regime's propaganda apparatus have not been detailed in pre-release materials.
The Novoreich is led by Hunter, who has styled himself the Fuhrer of the regime. 4A Games has confirmed that he was a high-ranking, experienced Ranger of the Spartan Order and a legend within it, which lends the Novoreich a martial credibility a purely ideological movement would lack. Hunter's personal authority is absolute within the faction, and the Spartan Order he came from has been left in ruins.
The Novoreich fields organized soldiers who appear in the reveal footage as opponents The Stranger must confront or evade. These human enemies represent a well-equipped, disciplined threat compared to the mutant creatures also present in the Metro. Specific details about the Novoreich's military structure, ranks, and equipment loadouts have not been confirmed before launch.

A June 2026 gameplay trailer showed the regime's presence first-hand: Novoreich soldiers moving through the Metro and the propaganda imagery the regime uses to project its authority. It reinforced how the faction rules through fear and the control of information rather than consent.
The same trailer showed how the regime presents itself. Hunter wears a decorated Novoreich uniform that the studio calls a fascist perversion of the Spartan armour, and his likeness is repeated across the Metro in crumbling posters, flickering propaganda and towering statues. The iconography does the work of occupation in places the regime's soldiers are not standing.

The Novoreich embodies the thematic heart of Metro 2039. The developers at 4A Games have spoken about the game's themes of the cost of silence and the horrors of tyranny, themes shaped directly by the studio's experience of the war in Ukraine. The Novoreich, as an authoritarian regime that thrives when people remain silent and compliant, serves as the game's central vehicle for exploring those ideas.
