Congestion is a Water-type status move in LumenTale: Memories of Trey. It is one of the support options a Water Animon can carry, and it sits in the Status category rather than dealing direct damage. For the wider list of damage types and how they interact, see Type Effectiveness Explained.
The effect is a double debuff: the target suffers from congestion, which decreases its Attack and its Agility at the same time. Because Congestion is a Status move it deals no damage, so the turn you spend on it buys a lasting cut to the opponent's offence and speed instead of chip damage.

At 2 SP, Congestion costs one more than Tearful, the other Water status move that lowers Agility, and the extra point pays for the second debuff on Attack. Accuracy is 100, so it lands every time it is used. Against a hard-hitting fast attacker it does double duty: the Agility drop blunts the pressure, and the Attack drop softens the hits that still get through.
Active Animon share one SP pool, and activating an attribute trait costs an extra SP on top of a move's base price, so a 2-cost status move is worth planning around rather than throwing out on the opening turn. See Combat System for how SP and TP are spent across a team.

Every level-up learner is either a Water Animon or a Grass Animon carrying Water as its hidden type, which is why the move shows up so consistently on aquatic teams. The other-methods list is broader and reaches into Ancient and Virus species that would not otherwise have a Water option at all.
