LEGO Skylines is a city builder, and although most of its systems have not been described in any detail, several have been named outright in official copy and one has been shown working in footage. Running the City

The player is responsible for the city's basic services before anything else. Official copy names electricity, food and water as the things to cover first, then adds hospitals, garbage collection and sewage to the list of things that keep a city working. The framing throughout is that the player is in charge of everything, and that how it all fits together is deliberately left open.
Food has one specific detail attached to it. Wheat is grown to supply the city's donut shops, which is so far the only case of a named resource being tied to a named building type.

Beyond the basics, the stated goal is to make the city somewhere its citizens actually want to live: homes that outdo the neighbours, good jobs, and generous parks. Whether any of that is measured, scored or simulated has not been said.
Citizens
The city is populated by minifigures with individually varied faces, hair and clothing. They walk the streets, sit on benches, picnic in parks, skate at skate parks, fish at the water's edge and drive brick-built vehicles. Buses, cars, vans, pickups, an ice cream truck and a fire engine all appear in motion on roads with lane markings, crosswalks and street lighting.
Small bubble icons appear over some buildings and citizens in footage: green checkmarks, a yellow exclamation mark, a question mark, and a bubble showing a character's face. They plainly form some kind of status or request system, but nothing official has explained what any of them mean, and no reading of them beyond their existence should be taken from this page.
Emergencies
Exactly one incident has been shown. A storefront catches fire, a fire engine pulls up outside with its lights running, and a firefighter minifigure arrives on foot. That confirms fire as something that happens and something the city responds to. It does not confirm any wider disaster system, and none has been mentioned.
The World
Cities are built across varied terrain rather than a flat plain. Footage and screenshots show rivers, coastline, rock cliffs and rolling hills, with farmland, orchards, hay bales and livestock outside the built-up areas and wildlife including deer at the edges. Wind turbines, a suspension bridge, a construction crane and a hot air balloon all appear in wide shots.
The camera ranges freely, from a whole island city seen from high above down to a single house viewed at close to eye level. Density varies just as widely within one city: tight downtown blocks of cafes, hotels, delis and comedy clubs sit a short distance from detached suburban housing, playgrounds and open fields.
Not Yet Confirmed
This is the larger half of the page. Nothing has been said about money in any form: no currency, no income, no taxation, no budget, no running costs. There is no information on population as a number or as a system, no statement on whether citizens are individually simulated or ambient set dressing, and nothing at all about zoning or demand.
Traffic is visible but no claim has been made that vehicles pathfind or that congestion exists. Service coverage areas, capacities and failure states are all unaddressed. So are progression, unlocks, objectives, milestones, difficulty settings, and whether a city can fail at all. A day and night cycle, weather and seasons have never been mentioned, although footage does show varied lighting conditions.
