Kelly County is a county in Leonida known only from a road sign. A westbound Interstate 404 exit sign in Vice City in Trailer 1 (around the 0:51 mark) appears to point toward it; the name is not in Rockstar's website copy or official screenshots, and Rockstar has not published a county map, so its position, borders and character are unconfirmed (checked September 29, 2026). Rockstar has not linked Port Gellhorn or any other named place to it, and descriptions of Kelly County as a rural county of farmland and swamp rest on real-world geography rather than on anything Rockstar has shown.
Kelly County may be inspired by Collier County and Lee County in southwest Florida. In real life, this region encompasses cities like Naples and Fort Myers, along with large tracts of undeveloped land, including portions of the Everglades and Big Cypress National Preserve. The area is known for its slower pace of life compared to the Miami metropolitan area, with a mix of retirement communities, agricultural operations, and nature preserves.

Lee County, Florida, is home to Fort Myers, which has been a popular retirement destination since Thomas Edison built his winter estate there in 1885.
