The game uses a star-based wanted system consistent with previous GTA entries. At lower wanted levels, patrol cars and beat cops respond. Higher levels bring SWAT-equivalent tactical teams, helicopters, and eventually military-grade responses. The specifics of each level have not been officially detailed by Rockstar.
One of the clearest new mechanics visible in the trailers is an NPC witness system. When crimes are committed, nearby NPCs can observe the event and call it in to police. This is similar to how the witness system worked in Red Dead Redemption 2, where players could intercept witnesses before they reported a crime. Whether GTA VI allows the same level of intervention is not yet confirmed.

Perhaps the most visible new element is NPCs pulling out their phones to record criminal activity. This is prominently shown in both trailers. When players cause chaos, nearby NPCs will start filming with their smartphones, feeding into the game's parody of social media culture. Whether recorded footage has mechanical consequences (such as increasing wanted levels faster or creating in-game viral videos) is not confirmed.
Trailer 2 features a prominent unnamed corrupt police officer conducting backroom deals and aggressive raids. His line, "Us cops gotta stick together," suggests that corruption within law enforcement is part of the story. Whether this affects the wanted system (for example, through bribed cops or crooked contacts) is speculation at this point.
