Stratagems in Warhammer 40,000: Dawn of War IV are powerful off-map abilities that a player can call on during battle, such as large-scale support powers. Off-Map Abilities
Rather than being a unit you build, a stratagem is an ability you trigger, with effects that can reach across the battlefield. How They Are Unlocked

One Per Faction, Whoever Leads
Every faction has one powerful Stratagem that is available regardless of which Commander was chosen, and it is described as capable of devastating a large group of units when used well. That matters in Multiplayer, where Commanders can be disabled entirely in the match settings: turning them off does not strip a faction of its signature move.
