9-Patch 1.04.00 turned the Cloudcart into a permanent summonable mount. Before the patch the Cloud Cart could not be re-summoned after dismissal in some cases; the patch fixed that bug and reflagged the crafting mission as one-time only. Existing players who had already crafted the Cloudcart kept their copy and inherited the permanent-mount behavior automatically. Patch 1.04.01 followed up by restoring the Cloudcart to the mount quick-slot menu and defaulting the slot to the most recently unlocked mount, which puts the new permanent Cloudcart at the top of the list for most players.
