The recipe book is carried by a vendor but can also be lifted from a locked house at the Ridge Hunter Tannery, a small settlement near the Wayward Woods label in the middle of Pailune. Clear or avoid the outpost enemies, unlock the house with a key, and take the book off the shelf in the corner of the back room. The theft carries a bounty, so use a mask.
