2727 The Icewing Plate Boots are found in the Sanctum of Soloulless, located right beside the A in "Pailune" on the world map. This sanctum is one of the witch sanctum locations in the game.

2929 Inside the sanctum, there is a boss in the room where the boots are located. You may need to defeat this boss before you can access the chest. To reach the chest, go to the western wall of the sanctum and climb up. While on the wall, hold the Resist button (left trigger on controller), then use Force Palm to spin yourself through the wall into a hidden area. The chest containing the Icewing Plate Boots is inside.
