Puzzles in SILENT HILL: Townfall are written as part of the story rather than dropped into it. Screen Burn's stated approach is that each puzzle was designed while the story was being written, so it is grounded in the world being explored and contextual to the town and its inhabitants. Solving one is not only a way to progress; it is the way the player understands the situation Simon is in.
The studio's earlier games leaned on the same idea, and McKellan has said each puzzle carries a deeper meaning or revelation inside it. Some are grounded and realistic, others less so.
Most of what the player needs arrives through the CRTV. Threats, story fragments and clues drift through unstable analog signals, and tuning into them is how hints surface. Signals also let the player relive past events and catch glimpses of everyday life in the town, which is where a lot of the context for any given puzzle comes from.

One puzzle is also how the game dates itself. A previewer reported that a puzzle establishes the current year as 1996 in-fiction rather than through a title card.
Puzzle difficulty is set separately from combat difficulty. The options reported from the press build are hinted or normal, alongside the story, normal and nightmare difficulty tiers covered on Combat and Stealth. That comes from a single hands-on session, so the shipping options menu may look different.
