Grey Harker is the protagonist of NO LAW, controlled by the player throughout the game. He is a former military operative who served in black-ops roles before leaving that life behind to pursue a quiet existence tending to his plants in Port Desire.
After suffering severe battlefield injuries, Harker walked away from military service seeking peace. He settled in Port Desire, a city that operates without law or oversight, and built a quiet life away from violence. That peace is shattered when trouble finds its way to his front door and everything he cares about is violently taken from him.
Before the city pulls him back in, Grey lives deliberately quietly: he tends his plants, keeps his head down, and does not go looking for trouble. The contrast between these calm, almost cozy moments and the violent, explosive action that follows is a deliberate part of the game's identity, with his apartment and personal space built to reveal his history to attentive players.
Forced back into action, Harker draws on his black-ops training and custom military hardware to reclaim what was stolen and confront the city and its factions that wronged him. The game presents his story as one of revenge, consequence, and survival, with the player's choices shaping how Harker operates within Port Desire and what outcomes he reaches.
Harker's military background gives him access to advanced combat skills and specialized hardware. Players can equip him with weapon modifications, military-grade cybernetic upgrades, and sci-fi tools suited to both aggressive and stealthy approaches. His capabilities expand through the loadout and upgrade systems described in Gameplay.
Official press materials refer to Harker as "the Gardener". The name appears in the file names of the studio's own character stills, and the display typeface shipped in the game's press kit is itself called Gardener. The publisher has also explained that the announcement line "Reap what you sow" was chosen partly for its "subtle garden nod", tying the phrase back to the plants Harker keeps.
This is production and marketing naming rather than a confirmed in-fiction nickname. No published material shows another character calling him that, so it is best read as how the studio refers to him internally.

The console and PC listings share a short framing of Harker's position at the start of the game: a veteran who left a war-torn life behind for something quieter, tending his plants, who no longer looks for trouble but finds it knocking anyway. From there the pitch turns to settling accounts, leaning on black-ops instincts and custom hardware, with training described as the edge and equipment as the verdict.
