There she crosses paths with Trey, a fledgling Lumen whose potential she recognises immediately as her own chance of making it big. She is also the character who puts the route decision to you: after the Out of Ideas main quest, Blanco explains the difference between the two factions, but the choice is formally made when Julia asks.
