2424 The confirmed vendor for this book is the back-alley shop that spawns in Muiquun after the Lawless Market quest chain is completed. This is the same hidden vendor that sells Black Dye, so the unlock steps are identical to the dye walkthrough: liberate Muiquun from the Mistcloaked Owls, eavesdrop on the southeast side of the settlement to trigger Lawless Market, steal and deliver three wagons to the local fence, then fast travel away and back so the back-alley vendor appears on the east side of the village.
