99 Swift III increases the attack speed of the weapon it is socketed into. The bonus stacks on top of the weapon's base Attack Speed level (the level shown on the weapon tooltip) and benefits any animation that scales with attack speed: light combo strings, heavy attack chains, ranged-weapon reload cycles where applicable, and skill animations that follow normal attack timing. The Swift family has lower tiers (Swift I, Swift II) that grant smaller speed bonuses for early-game and mid-game weapons.
