Approach the water tunnel behind the falls from the base of the cliff, then use a stab attack to break through the water curtain and enter the cave. The chest with the gloves sits a short distance inside. The site is unguarded, so no combat preparation is needed, but a decent health pool helps with the environmental damage of standing in the falls.
