24+The Skyblazer Cloth Cloak is hidden at the top of the tallest tower at Fort Windridge, on the secluded island in far southwestern Delesyia. Climb to the roof of the central tower, then crouch and use Focus Force Palm on the trap-door panel on the roof to flip it over. The flipped panel exposes a small hidden room beneath, where the chest containing the cloak sits.
