2121 Shadows in the Mist only becomes available after the Hernand faction story has reshaped the map. Clear House Roberts, House Alfonso, and House Circus until the Vellua Fisherman's Guild is taken over by Sir Catfish. The quest marker then appears in the occupied Vellua area, leading the player to confront him directly.
