1212 Follow the quest marker to the Coalvale Workshop. The workshop is a logging settlement with several workers milling about. No enemies block the path.

1414 Find and Recruit Luke

1616 Among the workers at the Coalvale Workshop, look for a man sitting down. This is Luke, a former Greymane who left the mercenary life after the group scattered. Target him and speak with him (Square on PlayStation, X on Xbox). Kliff convinces Luke to rejoin the Greymanes. The conversation is straightforward, and Luke agrees without a fight.
