1616 Increased Attack Speed behaves differently depending on which gear slot it rolls on. On a weapon, boots, or gloves it is a weapon-scope stat that only applies to attacks made with that slot. For boots and gloves this means the bonus only speeds up punches and kicks, not your equipped melee weapon or bow. On rings the same stat is global and applies to every attack the character makes.

2020 Each ring caps at four Attack Speed, and you wear two rings at once, so the effective ring-baseline cap is eight global Attack Speed. Speed-focused builds should start from that baseline before touching the weapon slot.
