Neon Giant has described them as the game's version of the local authority, deliberately styled after the police and security forces of 1980s and 1990s cyberpunk fiction rather than after a modern police force.223+The studio has since set out where they come from. Port Desire sits on a neutral border shared by three nations, and the Peacekeeper forces in the city are deployed by those neighbouring nations. Their job, as the studio describes it, is to maintain the status quo rather than to enforce conventional law, which is how a city with a standing armed presence is still lawless in practice.
